There are many different tools available to assist in the monitoring and analysis of implementation.  The emphases for implementation data should be on both frequency and fidelity, giving priority to frequency when teachers are learning new strategies and skills. It should, however, move quickly to fidelity in implementation of the strategies and impact on student success.  The emphasis for formative data should be on the impact on student achievement and should result in changes in instruction.
